Tools recommended:
3/64, 3/32 and 5/32”drills
Small countersink drill
Wood and metal files
Small ball peen hammer
Wet or dry sandpaper
Drill press
Belt sander

These are the parts that we’ll be working with on this project.
Start by drawing a line on the wood all around the liners.
Leave plenty of stock when you saw out the scales.
Clamp a liner to the scale and drill two 3/32” holes thru the existing pin holes. Place two pins thru the holes and then drill the 5/32” hole in the end. Next, drill the remaining hole using a 3/64 drill. Repeat for the other scale.
Place a small countersink drill in your hand drill and countersink all the holes on each side of the scales to remove all burrs.
We will peen over the heads of the 3/64” pins on the inside of the liners, so put a small countersink in the hole in each scale on the inside surface. 
Put the 3/64” pins thru the holes and peen over the end of the pin so that it can’t be pushed thru the hole. Do this on both liners.
File the insides of the liners to remove the excess peened head.
Put the pieces together leaving the pivot pin for last. Now put the pivot pin in the first side as shown. Using your fingers, push the blade up until the pin goes all the way thru.
File or grind the complete handle profile and blend together all the pieces. Grind off the excess length of the pivot pin until you have one pin diameter left on each side. Peen the pivot pin carefully, from one side to the other until the pivot works snugly but doesn’t bind the blade.
Sand and shape the handle to your preference.
