My Typhoon handles had small spots on them when I unwrapped them from the oiled paper. What are they?

That's nothing to worry about. The handles are shipped in a raw, unfinished state and are designed to be surface sanded prior to completion. A light sanding of the metal handle surfaces will smooth them as well as removing any production oxidation.
